High in the mountains near Naruko Gorge, Naruko Dam (鳴子ダム) stands as a powerful testament to the harmony between human ingenuity and natural grandeur. Completed in 1957, this 94.5m tall structure etched its name into history as the first arch-type concrete dam designed and constructed entirely by Japanese engineers, a major milestone for Japan’s post-war infrastructure. While it serves a vital role in flood control and hydroelectric power in the Ōsaki region, Naruko Dam has become a premier destination for travelers. Whether you are visiting during the Golden Week to witness the thunderous “Sudare-daki” (bamboo screen waterfall) release or during the autumn months when fiery reds and golds frame the emerald waters of Lake Arao (荒雄湖), the dam offers a majestic landscape that is as culturally significant as it is visually breathtaking.
About Naruko Dam
Naruko Dam is a premier sightseeing destination where human engineering meets natural splendor. Completed in October 1957, it was built following devastating early 20th-century floods to provide essential flood control, irrigation, and hydroelectric power for the Ōsaki region.
A Scenic Escape for Every Season at Naruko Dam
Today, Naruko Dam is as much a scenic retreat as it is a feat of infrastructure. The surrounding area features well-maintained walking trails and observation decks, offering visitors a front-row seat to the dramatic “man-made beauty” of the structure set against the “natural beauty” of the valley.
- Autumn Splendor: The site is most famous in the fall, when the contrast between the deep blue dam lake and the mountains painted in autumn leaves draws crowds from across the country.
- Spring Blossoms: The cherry blossom season in mid-April is another highlight, providing a peaceful atmosphere perfect for families and couples to enjoy a leisurely stroll.

Naruko Dam Highlights for Visitors
- The Dam Walkway (Dam Tenba, ダム天端): The top of the dam serves as a public walkway, offering a dizzying but beautiful perspective of the valley below.
- Naruko Dam Walkway is open from 8 am to 5 pm from mid-April to November.

- Dam Management Office (photo on the right): Located nearby, the office is open to the general public. It features exhibits on the dam’s history and functions, as well as an Observation Terrace offering a panoramic view of the entire structure.
- You can get Naruko Dam’s dam card from the management office from 8:30 am to 5 pm, except from December 29 to January 3.
- Naruko Dam’s Exhibition Room is located near the observation deck. The room offers a look at the history of the dam’s construction and its environmental role. It is generally open from 8:30 am to 5 pm.
- Control Room Tours (Weekday Exclusive): For those who want a behind-the-scenes look, the dam offers tours of the operation room, an area usually strictly off-limits.
- Availability: Weekdays only.
- Requirement: 2-week advanced reservation is required. Refer to Naruko Dam’s official website for more details.
Seasonal Events at Naruko Dam
- Golden Week Festivities (end of April to the beginning of May):
- Koinobori (鯉のぼり): During this time, colorful carp streamers are hung across the dam, creating a beautiful contrast against the white water and fresh spring greenery.
- Sudare-mizu (Bamboo Screen Discharge): Using natural snowmelt, the dam performs a “curtain” discharge. The water falls 94.5 meters over the crest in a pattern resembling a traditional Japanese bamboo screen.

Note: This discharge is subject to water levels and may be canceled if floods are predicted.

Tip: Day-Time and Night-Time Sudare-mizu bus tour departing from Naruko Onsen may be held. Refer to Miyagi Osaki Tourism Bureau’s Website for more information. You can also enquire by emailing [email protected].
How to Get to Naruko Dam
It is a 7-minute taxi ride or a roughly 50-minute walk from Naruko-Onsen Station. For those driving, there is a large free parking lot with about 70 spaces at the observation plaza.

Arauo Lake Park Campground (荒雄湖畔公園キャンプ場)
If you enjoy camping and plan to drive to Naruko Gorge, spend a night at Arauo Lake Park Campground after visiting Naruko Dam. It is known for its open atmosphere and is a 10-minute drive from the dam. While there is no shower facility on-site, Onikoube Onsen Town is close, where you can find a few day-visit hot spring facilities.
Key Features & Atmosphere at Arauo Lake Park Campground
- Expansive Greenery: The campground is primarily a wide-open, grassy field (free sites) located right along the shores of Lake Arauo. It offers a great sense of freedom as you can choose your own spot to pitch a tent.
- Vehicle Access: One of its biggest draws is that vehicles are allowed on the grass, meaning you can park your car or motorcycle right next to your tent for easy loading and unloading.
- Panoramic Views: The contrast between the blue water and the surrounding mountains is spectacular, especially during the autumn foliage season.
- Refer to the Official Website for more information.
Activities at Arauo Lake Park
- Water Sports & Fishing: The lake is popular for fishing (rainbow trout and yamame) and water activities like SUP (Stand Up Paddleboarding) or kayaking.
- On-site Recreation: The park includes tennis courts and “snag golf” (a simplified version of golf), with equipment available for rent at the management office.
- Hot Spring Proximity: It is only about a 30-minute drive from the main Naruko Onsen village, and the Onikoube Onsen area is even closer, making it easy to combine camping with a hot spring soak.
Arauo Lake Park Campground’s Practical Information
- Season: Generally open from mid-April to late November.
- Reservations: Typically not required for the free sites. You can just show up and register at the management office (though it’s wise to check during busy holidays).

Discover the Scenic Naruko Gorge

While the dam itself is a feat of engineering, it is only one half of the area’s dramatic landscape. Just a short drive downstream, the waters from the dam flow into the spectacular Naruko Gorge. Known as one of the premier spots in Japan for autumn colours, the gorge offers a wilder, more rugged view of the Oya River’s power. If you are planning a trip to the dam, you won’t want to miss the iconic V-shaped cliffs and the panoramic views from the Naruko Gorge observation decks. Read our full guide to Naruko Gorge here.
